Abstract. The article analyzes the Swedish practice of implementing non-binding measures for stopping the COVID-19 epidemic. Special attention is paid to the peculiarity of the Swedish approach to solving this problem. This approach is rooted both in the theoretical concept of the epidemiologists A. Tegnell and J. Giesecke, and in the specifics of the country’s sociopolitical culture. The Swedes traditionally trust their authorities and, more generally, the administrative-political structure; they abide by orders and laws, diligently and strictly. Crucial for a better understanding of the given reality is the tendency characteristic of the Swedish sociopolitical tradition to find working compromise solutions.
